Footer menu in the header @ the lang position?

Hi,

is it possible to add a Footer menu at the top of the page in the header?

I've already tried to create a new menu and place it into the lang position, but it doesn't work very well.

I want to create something like on this page:
http://www.volvotrucks.com/trucks/belgi ... cator.aspx

Header structure:
- general info --> this is what I search for?!?
- image/logo
- mainmenu
