Many sites have this, where if you choose to "login with facebook" its' using all of your FB information to allow you to comment.

Now, this is allowing you to create an account, but it's not importing your FB profile pic.

Please tell me this is an option that can be changed?

I can't even find an place to allow registered users to SELECT an avatar, let alone import Facebook avatars.

am using Joomla 3 with Boutique template.

Hi.

Sure, but Joomla don't have such a feature by default.
First, You have to install extension which allows you add comments from FB.
Second, Joomla don't use/grab profile pictures for users like JomSocial does.

ad 1) Take a look at those solutions: Phoca Facebook Comments Module or Nurte Facebook Comments Module

thank you for the response.

Is there a way I can make it so the user can at least set their own avatar with the user details link or anything like that?

I can not seem to find a way to allow users to upload/select an avatar.

As I told you before, Joomla doesn't have such a feature.
But JomSocial can use profiles with avatars, EasySocial also and all FB comments extensions allows people comments with their FB faces - avatars.
Third option, K2 uses avatars for profiles but mostly for authors.

Hmmm ok, I had hoped it would be easier than paying for additional apps ($89.00 for JomSocial??? :\)

Anyways, is there a way to turn off regular registration but still allow people to "sign in" with their Facebook account and leave a comment?

On JED check all extension which have strong support for Social login/registration. Maybe they allows more without code "hacking".
