Access level ( Register, Special) for links, menus, doesn't work

Hi, I would like to ask you if you experienced an issue with access level for links or menus. I was trying create menu which will be only available for special accounts ( after log in) but that option doesn't work if you are installing from quick_start.zip for J!1.6 ver. 1.1. If you select menu to be visible only for register members it will actually disappear from the menu. Link are only works in public lvl.

I have tested on clean Joomla installation and it works.

Can you advice how to resolve this issue please?
