SIGN IN | LOGIN text change

Where is this text located. Is it in the PHP somewhere? I am creating a Fans only portion of the site and want to change the names of SIGN IN and LOGIN to something different.

AND... If i wanted to completely disable this log in and sign in, how might i do that?
