I installed a fresh version of Joomla 1.7 and then installed the World News II template.
I am getting this error
Notice: Uninitialized string offset: 0 in C:UwAmpwwwfolderfoldertemplatesgk_twn2libgk.framework.php on line 571

I have tried this package both on live server and local server and havent had these errors , it would help the devs if you let them know which php version is your local server running on.

Errors you have are caused by your php version 5.2.13 , if its not too much hassle for you can you switch your php version as you have dual php 5.2.13/5.3.2 or even better download and update your uwamp installation, as i can see they have version 2.1 which includes near enough latest files.
My local webserver has php 5.35 so i can confirm it does work on php 5.35

Nice. Thank you for the info. This was very helpful. Guess I am basically screwed then as my remote hosting server is running the same, so basically I can't run Joomla 1.6 or 1.7.
Whatever happened to the days of backward compatibility? Ah ahahahah

Well if your host is running an old version of php perhaps admins can alter the function which causes the error to a compatible or a workaround for an old php version, you better wait for their response.
For the record above file in your original post is part of Gavickpro template and not the original joomla file so its just that the command they have used in the template does not exists in your php version so its more like your php version sayin "what da hell is that , what is this etc ".... So just wait for their input. I am sure there will a workaround.

Workaround and a reply from Gavick? Maybe when hell freezes over or when pigs fly. ahah aha ha, Gavick never replies to my post or give me any support, even though I am a paying member since 2008. I always have to re-write their code and fix everything myself, ah ahahah

Sorry to hear that i have just recently joined and i always thought Gavickpro to be a professional Template Club or it looked that way from outside.
Time will show i guess its just another experience.

normanUK,
Don't get me wrong they are professional in a lot of ways. It is just that of late they have gotten their priorities wrong and not focusing on what is important to the majority of their customers.

in general you should disable notices in the php.ini file, because this problem occurs on selected php versions that we cannot prepare other universal solution to avoid these notices.
to disable notices you can put in the template index.php file:
