Mobile version instead of desktop

I'm not sure how, but I'm getting my mobile version instead of the desktop version on my pc:

The only thing I can remember changing within the last couple of days is the php.ini (error reporting):

I have fiddled with cache, but all the settings are the same as what they were when the correct version was appearing.

Again, I'm having issues with the mobile version showing up when the desktop version should appear. It's random when the correct version appears and when the mobile version appears.

I have cleaned the cache and purged expired cache files.

What is odd is that when you click on any other page, you get the correct version:

In the second screenshot, something else is odd. When the correct version appears, the social icons are not appearing on the home page, only the secondary pages.

Also, I added space above and below the search bar. That appears on the home page when the mobile version isn't appearing but it does not appear on the other pages.

And now, after refreshing for the 1,000,000th time I get the home page as it SHOULD appear every time:

This is very weird.

Is there any support here? I hate to be that guy but I paid money (twice) for a product that isn't working properly and your level of support has not been good.
