Change GameNews Background COLOR and NON-SCROLL image

Hi,

I want to leave the background image intact, but what's the easiest way to

1) have the background image so that it doesn't scroll

2) change the background color, so it's not light grey, but another color of my choosing.

Further to the above... I've tried the typical CSS commands in override.css and also under Advanced Settings and they seem to be ignored. CSS override IS on.
