What sizes of banners to be inserted in pixels for tablet and phone and latop?
For example, as shown in the demo home page.

Tablet have screen 7", 8,9" or 10,1 "
Mobile screen: from 3,2" to 6"

Sorry, as you see, is so hard to say
that's why I suggest 3 options:

1) Responsive image for banner
2) Create banner using CSS3 features
3) Use text ads for mobile view

Don't use Flash Ads for mobile/tablet view - iPhone/iPad - don't show them! Don't ask me why.
