I would like to use the google font (font-family: 'Merriweather', serif;) in our template. What exactly has to be done that this font is used everywhere in the template?

First of all you need to specify this font in template settings in 'Fonts' tab. Then please clear all other selectors and for other fonts and set this font to 'body' only. When you configure the font please attach here the screenshot with the configuration so I'll check the settings.
