I've lost the inset menu with small width devices

When I look at the Fashion demo, the Inset menu changes into a popup menu when the screen width is low.
In my installation, basic on quickstart, I've seem to lost the Inset menu as soon as I make the window smaller.

What should I enable to fix this?

I have found the option in the style options of Fashion "Show template menu", but the case is: I only want to use the Inset position and not the header position for menu.
Is there a way to disable header menu?
