feature section background image

hello,
please is it possible to display a background image (make it visible) in the features section without enabling any modules in the position?

yes i only want to put one background image that is fixed creating a parallax effect when you scroll the page. but i want that to display without enabling any module in the features position which i noticed cannot be done by just unpublishing the module, because then the section will not display at all. hope you get my explanation.
