How to create option to view in desktop version (Non responsive design) on mobile phone

It would require to create a button, attach to it JavaScript/jQuery on click event which would add/remove a class in body. Now using this class you would need to force site width. Also you would need to consider inicial-scale / maximum-scale in header parameters.
To be honest - it is a strange idea to allow user to resign from RWD as it should be used to serve the user most important informations and save band-witch.
