'bannertop' module position not collapsing around content

Can someone please offer advice for an issue I'm having?

Adjusting the padding variable for 'bannertop' in the template.css file does not solve the problem. Where do I go to make the 'bannertop' module position collapse to fit the content, i.e. image?
