Problem with backend module positions - jquery libraries

Hi all,
i have a problem with backend module position - this is a very onerous problem:
i cant change module position in back and by drag and drop (by click in arrow and system should show some arrows on the cross).
It is possible only by set in this position inside in module in place option.
but i can change for e.g. addons - when i click in the arrow system will show me arrows on the cross and i can drag and drop addons when i want to.
als when i move mouse on this arrow it show me some description but it something wrong with it:

I'm also thinking that this is associated with JQUERY libraries. jquery is not showing on my frontpage but in subpages it is displaying... so i thing that is some problem with some libraries

i was search in all posts in this forum and not only... and i do not know what is wrong... no one can help me.

maybe you know wher i should to search or what should i do ?
i also thins that maybe i shoud to reinstall all template - update to newest version (i know that i need to save all CSS and logo images) but i worried that it spoil other think...

Sorry but it seems to be a core Joomla code issue, not the template problem.
