Change background

I would like to change the background of the template. Where would I include the following typ of code?

background: url(../images/header-tail.gif) repeat-x scroll 0 0 #031018;

Which part of the template are you trying to change ?

Whole Html or
Only Template width background ? ( Template body )

Good day,

I was able to change the entire HTML, thus the entire background of the template.

But I would like to also change the Header 1 , Header 2 portion of the template with a different background, but also the entire width of the Browser window, not just the template width?
