...want to add 2 new module position's to website

1) I would like to add a new module position called " highlighter1 " and put it above header 1 & 2 and have it span the length of the webpage...

2) The 2nd module is " highlighter2 " and it will be added under the header1 & 2 module/s.

What would I need to edit to add these 2 new module positions.. I've already added it to the template details...
