problems loading CSS?

So when you first visit the site (or do a hard refresh ctrl+f5 to clear cache and reload) the site is not properly loading all CSS. That's apparent by the before/after screen shots below

After you load it the first time, it works perfectly, but every article loaded, for the first time, has its header image all messed up like this.

I greatly prefer not to give a URL

suffice to say im running 3.1.5, the gavick boutique module, unmolested, so it should be pretty easy to replicate.

just updated to Joomla 3.2 and still have same problem. It only happens if the file is not already loaded into cache.

It only does it to those two modules, it does not do it to the main display module (the large images on the site)

I have tried with with GK Cache and system cache (progressive and conservative), I have tried with only system cache (progressive and conservative), and I have tried it with all cache options turned off.

No matter the combination - the results are still the same.
