Is it possible to use one header for a regular CPU Monitor and a different one for smaller screens, like small tablets and mobile?

For example - I have a header that looks awesome on my home PC monitor, but it does not do so well the smaller it gets. If I could configure the css to work right then it may work. However, working on the smaller devices is difficult to due for me.

I guess you could do that by adding some code to template layout files and later using css media queries to display different parts on desktop and different on tablets/mobile.
