How can I increase upload_max_filesize?

I did some research on the subject but all references point to changing upload_max_filesize parameter in php.ini file. But there is no php.ini file in this template? Is there another way to update upload_max_filesize parameter?

What is hosting panel? We are hosting the template on our own server.

Also, we are using the Wordpress template and hosting it on a Windows server.
