Menu with two rows not working - z-index

Hi

Here's my website in progress, http://5.77.47.2/~atosacat/ As you can see the top menu has extended onto two lines but the bottom row is not accessible when the top row sub menu drops down over it.

I've tried changing the z-index but maybe I'm missing something, can anyone help?
