theme config json "Invalid File or Size too big"

I downloaded the theme config json (Msocial_config.json) file from the documentation; when I attempt to import it into the theme it will not process it.

Throws error/notification

"Invalid file or file size too big."

For record, file size is listed on my system as 11kb, the exact same size as a theme options export I just did from the theme panel.
