Changing Browser Size Shows Mobile Only Widgets

So here's the thing...

I have some widgets set to appear only on mobile/tablet devices. Yet these modules show up if I resize the browser to a certain dimension. For example, I've included the following link: http://tvsourcemagazine.com/2014/04/gam ... lion-rose/

Viewing it full size shows regular. If you were to resize the brower, suddenly my "mobile/tablet" widgets show up, such as the "Mobile Ads". Is this by design? If so, can this be changed? Previous responsive templates didn't cause this to happen.

This has caused a sharp decrease in my revenue.

For now, the only way around it is to set my modules to appear to all. However, I won't make the change until you're able to see what I was talking about.
