Newsletter not working

At the bottom of the template is a Newsletter section.
However, when I test the front end and add an email address to it, the form does nothing.
I have added my email address to the backend code, but it's not working. Please explain how to get this to work?

Because its just a placeholder. You need to use 3rd party newsletter solution and by editing "University's Official Newsletter" module you can set correct form target to be able to use this design.

So I can't just make this send to the admin and show a thank you reply?

No, sorry you need a module/component which supports newsletter / mail sending.
