scrolling on the main page

Please, help to include content scrolling on the main page of the Steak House template.
After the Quickstart installation the background and a content move together, there is no original image. In what the reason and how to correct?

I thank all for attention! The problem is removed. I replaced the image header_bg with the option - then there was a scrolling (became visible))).
