I asked you to test another quickstart with different "older" template, because I'm wonder if this is installer issue or server settings.

because if you will get this same error with "Storefront" QS it means second option, server issue.
I think it's 2nd, why because this problem appears also on official Joomla forum in Google please use "view/install/html.php on line 63" and you will see also: http://forum.joomla.org/viewtopic.php?f=707&t=806889
