Hi,
when open website via mobile the website isn't load before acceptation cookies policy. It is normal behaviour? How to make website visible before user accept cookies info?

Yes this is how consence plugin works like. It's an outside plugin following EU law strictly, so we do not have any way to change it. All You can do is enable or disable using of this plugin.
