Is there a plugin for WordPress?

What's it called, I do not know what to look for ..?

It is a Joomla template, not Wordpress Theme.

I know .. seeking a solution for both platforms ..

This template will also assume released for WP, as previous ..

So the question persists, how it is made, is there any plugin (J! / WP), which can be solved?
