Hmm. Strange.
I checked original Joomla installer and there not such a file also.
I checked Joomla 3.3.6 and 3.4 alpha.

Leave it, just install with default language.
and after all in back-end install you native lang.
don't waste more time.

Will try to install the full package with Joomla 2.5.

Ok, I checked on 3 different hosting services (also on SiteGround) and worked. Database was installed during default process..
You can try to install on localhost then migrate using Akeeba Backup into hosting.

Sure, but you have to upgrade template and all modules and plugins also.
But it should work in most cases.

p.s.
But before try to install "naked" joomla 3.3 on your hosting , to check if all would be ok.

Problem solved by changing the following values in php.ini
session.save_path changed to /tmp
magic_quotes_gpc changed to off

About magic quotes we have solution here: https://www.gavick.com/documentation/jo ... -fix-them/

Next time check suggested server settings before not during installation of Joomla, Wordpress, Drupal or any other CMS. :ugeek:
