Picture frame without shadow in IE8

in IE8, I get no shadow appears around the Graifken.
In Mozilla, it's okay.

Unfortunately IE still do not support CSS3 so the shadows are hard to achive.

Then use about 50% of users worldwide for IE, why is there another use css.
I assume that all the template will be tested in the major browsers.

What to do now.
The shade should be visible in IE too!

Please understand that Internet is evolving and every browser except IE is following standards. Sorry but I still cannot understand why MS is working on IE9, the browser which will support new features, two years after the relise of CSS3.
