Attempting to create second module position but failing

I'm trying to create a second top_nav module position and naming it top_nav2.

I've followed the instructions at...

The module position shows as available, but when I try to publish a custom html module in that position it doesn't show up.

What am I doing wrong?

I can supply login details if someone would like to look.
