Tags added to text in editor but not shown on the frontend.

Strong tags and other html tags are in the editior added to text but it is not shown after placing texts in J1.7 is that normal??? the editor shows it like how you woulkd like to show it but the fronend is plain text.

With a standard template it shows bold texts etc. postnote doesn't seem to support it?
