Product Tax not being removed when Overseas address selected

Hi I have a live site in Australia that is applying GST of 10% to all sales instead of just in Australia.
Orders placed with an Overseas address which should be GST exempt are also being charged 10% tax on all items. The URL is http://www.denta-med.com.au
