Can you insert the image effect template "APP TECH PRO" on this template "APPSITE"?

I don't think so - this demands many changes in CSS and code so if you are not familiar with HTML/CSS programming it will be not so easy.

And the module I point in the image is possible without modifying the css code?

This is News Show Pro but with special styles created for this particular template so no it is also impossible without copying some CSS.
