Problem alignment modules

Hello!! I have a small problem ... the location of my template. TOP1 insert a module when I insert a second form in if no title TOP2 appears properly aligned if active show title instead the module automatically goes down. Do you know how to solve this problem? don't really know where to put my hands ..!!!
