Hi

I'm a web dev but not particularly WordPressy, I was under the impression it updated itself automagically but here we are:
WordPress: 4.2.14
BluAp version 1.7

.. and I just wanted to install a plugin and it failed, and their tech support said I need to upgrade.

WP isn't updating nicely from the dashboard button, so I've downloaded the latest WP and it says "delete all your files, install WP anew", almost as if no-one's ever used a theme.

So what advice have y'all got for me on how I should proceed with getting myself up to date?

Right now it looks like: delete the site, isn't it "except for wp-content", I can't remember now, then maybe I'll be able to upgrade BluAp and then I can install this plugin I want.

What am I going to lose, data-wise, along the way?

I don't understand why "WP isn't updating nicely from the dashboard button" - is there any error message?
