Sizing Chart display

Hi i would like to allow users the ability to view a sizing chart for the products but cant figure out how.

I need either for there to be a link by the "ask a question" area which says sizing chart which will display a pop-up sizing chart or alternatively to have a second tab next to the desciptions tab which will display a picture in it.

How do I go about doing this?
