what size to use for web banners

I'm working on a website www.pennect.com
i'm trying to figure out what size to use as the web banners. right now i'm using 1600x300, but i feel like that might not be ideal. it's looks fine on web browswer but when i view it on mobile devices it doesn't look so good. i can see when i shrink the desktop browswer there is a bunch of space below it. so it's not be resized the way i want it. i have the image as 1600x300 and the image slider at the same resolution. any ideas? Thanks!

It depends on many things.
- is it header banner or background image?
- should it be responsive?
- how should it blend with the rest of the page
- can you use multiple images and css media queries to serve different images to desktop/tablet/mobile?
If you would create some screenshots or post an url to your site I could provide some more useful informations beside theoretical talk
