language switcher

Hello!
I am trying to add a language switcher in the top of the page. I have two languages installed for the site and when I create a language switcher module and ask him to be displayed in any of the template module positions it does nothing. It seems as if the module positions were not working but I'm not sure if that's the problem or is something else that I'm doing wrong.

Please follow this instruction. When languages will be configured correctly than Language Switcher module will show all of those languages.
