how to add the tip-overlay?

I'd like to add the tip-overlay as in the demo to give the users an hint in how to access the menu.
Could anyone help me to understand how I can do it?

It's not a part of the Writer theme - it's created only for demo purpose.
Generally it's a overlay image (on fixed position)
