Add banner on top

how to proceed for adding a banner on the top at the center between the logo and the login/register buttons?

Not much. You can try add new module postion here you have link how do this in joomla 1.5 http://docs.joomla.org/How_do_you_add_a ... osition%3F but you need to add some styles too.
