Force images to resize?

Hi Chaps,

I have modified the template to accommodate a banner ad and call to action image above the navigation menu as you can see here:

http://trethorne.com/

However, they do not resize when viewed on tablet or mobile. Is there a way I can force them to via CSS or DIVs? Or is there another way I can achieve the same layout without my butchery template hacks?

Any help most appreciated. P.s. Hope you like my version of your theme!
