Does anyone know which file has the code that strips HTML tags from the text ?

I need to add line breaks and formatting to the text.

I've tried editing widgets.nsp.php lines 947 & 948 but no luck.

As far as I know WordPress strips tags in widgets by default, but to check that You could change theme to default and then check if html tags are rendered correctly or also removed.
