Hi
White screen means that there is a fatal error, so please rise error showing level in global joomla configuration or php.ini to see what error is it.
Do You mean frontent module editing or in joomla panel ?

If all works fine but not possible to create/edit any module at backend and you see at top left side of white screen little form with order choosing... it looks like Joomla 3.6.4 issue - just need to clean server and browser cash.

Oh, for that You just need to clear browser's cache while looking at this white page with select in left top corner.
