Banner at top possition

I have a sponsor that wants a banner at the very top of my site... How can I add this...

A banner full width at the very top, if possible in bethween the date and the logo..

I have my logo and the date at the highlight position,

Can I make the highlight position larger?

Is there an extension to add this kind of banner?
