Login and Register:not have a X button to close

Is normal that LOGIN and REGISTER form haven't a X button to close the pop-up?
In my site the register form not is shown like a popup (like login) but is shown like a norma joomla page.
Why?
P.S. login module is published in LOGIN position because USERAREA position is not present in the template like shown in MODULE POSITION page.
