Menu doesn't appear frontend and backend

I installed local a recently downloaded quickstart Finance.com file but when I make all the steps the menu simply doesn't appear in the frontend. At the backend it shows that it has 19 itens but it doesn't appear also in the menu list.

Hi

This problem occurs before some server update but I cannot percize which element is that. I'm sending this thread to our programmer.

I've recived the answer. The problem exist on servers upgraded to PHP 5.3. The solution is to upgrade joomla with one of this packages:
