Can't save settings / Adding language files

Hello,
I'm having some issues with the template.

1) The standard files are rewritten with a dutch package and tried to make the template in dutch language. I thought i did everything right changed the wp_config to nl_NL but still everything is in english. How can i fix this?

2) When i'm in the publisher options i press the save settings button after changing something to the template options. Nothing happens when clicking how could i fix this.
